Part of what determines the fate of these seeds is how cold the water got that the seed has already imbibed. I would be concerned that water in the seed froze and dehydrated some of the tissue, just like what happens when above ground tissue gets froze off. 28 degrees is usually the temperature of tissue death, and that was the soil temperature. You are probably alright, but you might not get everything comming out of the ground as uniformly as you want as some seeds just wont be as vigorous as others. Good luck, and I hope this is the coldest night we have until harvest!
