Do you mean the steering wheel will not turn one direction, or it turns and nothing happens in one direction? Could have a blown piston seal in one of your steering cylinders.
If it will turn and does nothing, I would certainly connect up some hydraulic hoses to the SCV and see if the tractor steers properly when you move the lever. Might be easier to use another tractor parked close to the side.
