It would be nice to back in time with a shovel and take a look at the roots. Was it planted too wet? I've seen that before in wheat on a wet year the nh3 won't move an inch. If the planter smeared the sidewalls and trapped the roots or it was too wet for roots to grow properly are possible scenarios.
