Applying WAY TOO MUCH of several herbicides guarantees plant survival. Burns off the top before the herbicide can get to the roots so the plant comes back from the root. My tenant did that twice last year trying to kill smooth sumac. It came back up from the roots. The third time with the label rate killed the roots.
