Can a Pro700 with the Task Controller unlock operate a CaseIH (1250 and newer) planter using the task controller. The main function that I would like to control is the VRD for seed populations.

No, because the 1200 planters (all models) are not ISOBUS compliant. But I don't know why you'd want to do that, as there is an unlock for the Pro 700 Task Controller. There is no unlock required for using prescriptions through the "normal" Pro 700 software for the planter. As long as your planter is hydraulic drive (and you have a GPS receiver), just write a prescription, export to the USB stick, put it in the display, select it, and go.
