Federal crop is by county and crop. Meaning you could have Corn in Rock county with agent A, Soybeans in Rock County with Agent B, and Corn in Nobles County with Agent C. Crop Hail is less restrictive meaning and you can cover the same acres of a crop with two different companies but the total insurance may not exceed the total value of the crop.
