...I don't think the cornstalks will cause that much problem for emergence. If you can find a cultimulcher, give it a couple rollings and then seed it. A Brillion seeder is the best, hooked to a light tractor to keep tracks to a minimum....but if you've got it packed well enough, I could see blending it with 250 lbs of potash and spreading it like you would frost seed clover in wheat. Then another trip with the packer/mulcher and you should be good to go.
