The fact that all of us need to look at our nitrogen programs is very true as it is one of the greatest ROI products we use but is also one that carries the most risk. To paint with a broad brush and infer that you can get down to .5# of N per bushel of corn grown on corn on corn is true under certain very specific circumstances dependent upon, cec, depth of soil with that cec, amount of oxygen and at depth, ability of soil to maintain that oxygen 24/7/365, if cec is too low forget it, if cec is too high forget the .5# per bushel. A lot also depends upon type of clay. Can improvements be made, yep but some soils will need 1# plus no matter what, some can do .5% no matter what, and there is everything in between. There is always room for improvement but a lot of soils, no matter what, won't reach maximum economic yield on .5# of applied N. I have some well drained soils along the creek that can do 1 bushel per .5# of applied N. the type of soil that no matter how much it rains the corn never deviates from dark green and then I have Ozark soils with subsoil permeabilities 6" on down of .06 - .2" per hour and .2 - .6" per hour that no way can it be done year in and year out nor on average because the clay in the subsoil can't naturally supply its share.
