I went to a Hazmat Training mtg last week, the presenter was from MN DOT. He said the neck size and sleep apnea (SP) thing is not mandatory. Its part of a study the DOT is doing. Hopefully they will get it resolved when DR's get their certification.
The clinic I go to, 8 doctors, will have one PA be certified for DOT physicals. He did lots of them already.
