If you're using a flail chopper you're putting up grass silage not haylage. There is a difference.
If grass silage is what you are after you would be best served to find something like an old Fox that had a flail head but still ran the grass through the knives. Or cutting and running a standard forage chopper behind that.
We put up a 14x40 full of direct cut grass silage once back in 81 or so. A nasty mess but the cows loved it. I seem to recall having a fairly new NH flail chopper but we used an old Ford cut and throw with a direct cut head for the shorter LOC it would provide..
If you aren't using a silo it may be ok to have a little longer stuff since the wet stuff shpuld pack well.
