Ford 250C with torque converter won`t move

Subject: Ford 250C with torque converter won`t move


The tractor just got a reman CNH engine, the transmission worked perfect before the engine was replaced.
It has a loader and front wheel assist and no cab >> the fuses are all OK >> power to the solenoids ( foreward & reverse ) when the shuttle lever is moved >>> the dump valve foot pedal seems to be working and set correctly >> the tractor trys to inch very slowly ahead 2 or 3 inches then stops >> PTO works >> engine was rebolted to the torque converter during engine installation. >>>> It doesn`t matter how many RPM`s it has > the more the better >> tractor backed into the heated shop fine just before the engine swap and has been in the heated shop since ( went in just before Christmas )
Is it possible that the torque converter isn`t locking up????
The oil level is OK in trans and hydraulics.
Any other ideas or ways to trouble-shoot.
