The thing to remember is even with a digital multi-meter, even if you are set on the 200 ohm scale, stuff over 200 ohms will show up as O.L., or "out of limits", which is pretty much the same as open. An analog meter is fine if set on the right scale or reading the proper scale at the needle. Try and find a 2000 ohm scale, or something similar, and retest. When they built a 5020 analog meters were the only show in town.

At the end of the day, on most fuel gauges, the wire that attaches to the sending unit should either make the gauge go to full or empty by touching the sending unit wire to a good ground, or NOT touching it to ground should give you one or the other.

If you do this and the gauge works, goes to full and empty, most likely the sending unit is shot or fallen apart inside from bouncing up and down for 40 yrs.

On our 5020 you can see the sending unit float near the filler hole when the tank is about 3/4 full.
