I somewhat disagree and here is why.

Seed is a totally different animal than chemicals. They need to be stored in certain conditions, and have a relatively short expiration date, especially soybeans. Often time the chemicals used to treat the seed are not available to the public and can in high doses decrease the germ of the seed over time. With chemicals if you don't use it all you can say "Well put it in the back of the shop, we will use it next year or the next." You cannot do this with seed, although corn seed is more forgiving than soybeans or cotton. When you buy chemicals online you have no idea how old it is or where it came from until it gets to your door, and it is my understanding that once you buy it... It's yours. Do you really wanna risk that with your most important input?

Secondly, as long as there are replant programs and GMO trait programs, they will always be sold through a certified retailer or direct from the company to keep track of these programs and keep growers in compliance, if you choose to use those genetics. This keeps the companies in compliance with the EPA.

To answer the OP a good seeds man needs to have a thorough knowledge of varieties and how and where they fit on certain soils in an area as well as how they respond to different populations, irrigation, wet feet, drought tolerance, just to name a few. The precision part sort of falls in with all that.
