I would honestly consider both. Clutches save seed, plus gain yield potential in areas that were previously overplanted. Hydraulic downforce is going to get you even emergence across varying soil types and conditions. You will see a benefit with both. And, the plus side of having a smaller planter is, the cost of both of them manageable.
