I was brought onto a farm 7 years ago near Toronto to help them grow Quaker quality oats and hit the bushel weight. We never missed bushel weight in the 5 years we grew them and we only sent 2 load to Quaker out of many loads. Reason being the horse feed mills paid better than Quaker and no politics at the scale.
You can polish oats up a couple lb, but like any crop it is hard to make garbage look very marketable. I have seen oats that weigh 22 lb/bu and oats that weigh 42 lb/bu. There is some effort to grow them well in Ontario. Have to fertilize, have to keep them healthy.
