quaker oats in cedar rapids gets a lot of oats from canada, you would think that they would want to buy local first but they never have had much of a local bid when we used to grow a fair amount of oats 10 or 15 years ago, seed oats were usually a better deal and more forgiving on test wts. Test weight was usually an issue with them, they needed them to be heavy oats. I'm guessing cooler weather up north makes for more consistent test weights year in/year out
