I don't know how much help you have but if you can completly remove the key wedge you can rotate the wheel assenbly 180 and it will let the pinion clear the rack teeth of the axle. Soak the gear/bolt cavity and use impact on it till it spins free. Then rotate wheel with adjuster back on top to engage axle teeth and slide keyed wedge back in.
