Thanks fellas. I got it. Put cross bolt on top then knocked bottom wedge with punch until it fell out. Then I rotated cross bolt to bottom so it cleared teeth and was able to move it. The fact that these tires are full of fluid and have cast weights doesn't make things any easier.
