If the wedge is not loose yet, put the inside 3 bolts back in and tighten back up. Put the outside bolts in and leave about 3/8" clearance between casting and bolt heads. Tighten down the push bolts as tight as you can without breaking them, then hit the axle with one good hit then retighten push bolts, alternate hitting axle and tightening push bolts until wedge is loose. You will see the 3 outside bolt heads getting closer to the casting.

If the bottom wedge is loose and the top wedge is stuck on the axle, have one person on the cross bolt with big breaker bar putting pressure on it while someone hits axle with sledge hammer
