That cross bolt is the pinion of the rack and pinion and it is probably stuck tight, if you got the wedge to move you are 90% done, the two pusher bolts have moved the wedge as far as they can, now turn the wheel so the rack is on the bottom and make that wedge move some more so the teeth on the rack miss the pinion, you should be able to slide the whole thing with brute force now that the teeth are disengaged, if you want to put the effort into it you can remove both wedges and the pinion and clean everything up so it works the way it supposed to, but in ten years all will be stuck again.
