The bolt that goes across the top of the axle is probably stuck and needs to be freed up. There should be a cork on the opposite end of that bolt. Take it out and try to clean the dirt out as good as you can and then spray some penetrating spray in there. Then work the bolt back and forth until it turns again. If the wedge is loose, then you should be able to move the wheel once this bolt is freed up. Also, make sure that the wheel is turned up, so the cross bolt is on top of the axle.
