NC KS | Have you had safety meetings covering this? Does your bin have warning stickers on it? Have you pointed them out to employee and explained why they are there? Has he seen you go in a bin while unloading without harnesses, etc? If these have all been covered, then there might be a reason to take some type of action. Maybe consequences need to be expoained if safety rules are broken. Termination might be the last one I would think about right now and I don't know if a week without pay is fair either.
You might think about who is available to replace him. You might put yourself in a worse position with the next employee.
