To me you're describing SJOOW. Standard color codes don't include a Red until you get to 4 conductors. It is perfectly acceptable to color code the ends with red tape (recommended) or heat shrink tubing. The only black/red I know of is zip wire but it's a PVC insulator and isn't covered with a rubber jacket.
