Colby, Kansas | Ran across this issue today and thought I would make a post here as I haven't seen this issue documented elsewhere on the net. Maybe someone will search for this and it will be of use.
If you try and install USDA-ARS Yield Editor on a Win 7 or (I presume) Win 8.x machine you will receive the following error:

C:\Windows\system32\STDOLE2.TLB
Unable to register the type library: RegisterTypeLib failed; code
0x8002801C.
Error accessing the OLE registry.
Click Retry to try again, Ignore to proceed anyway (not
recommended), or Abort to cancel the installation.
*****************************************
From what I can figure the file causing the error is some of the base components that come from the Yield Editor software being written in an older version of Visual Studio. Windows believes this file should never change and thus has it locked down. While installing yield editor just go ahead and hit ignore during the installation and all will be fine.
