New Leader has the sensor and the actuator. I do not know if they use the gate for variable rate. My guess is no, different rate heights can have an effect on the "shear factor" and are not as precise as changing the conveyor speed. Changing the gate height might also change where the bulk of the material lands on the spinners and have a worse effect on the pattern than changing the conveyor speed.
