I think I would move up your single pass program to the one week prior, then come back in when corn is nearing 20" or so with Laudis/Capreno and Roundup or something similar. If I read it correctly, you are leaving a tillage program right before planting right?
Do this for a few years and maybe you will notice your weed pressure decreasing and possibly not need the second pass sometimes. Who knows. Any cover crop burndowns I've done spraying for the coop have been 2,4-D and R-Up a couple weeks before plant, then come back in with another non-residual. It never looks as good as it would if they'd spent the extra few dollars...
