I think I found a problem - the locked boundaries needed to be re-trimmed.   I think I'll get it eventually. 

It is a bit different (and wrong IMHO) way to look at  database - but given the way all current companies actually store the data (essentially text files in a hierarchy and NOT an actual geospatial database) this is really the only way to parse data.   

Like you say, once the boundaries are in- at least SMS will automatically parse.  A different work flow for sure.
