Sounds like it could be the relay on the back side of the cab in the engine compartment. For the heck of it, have someone sit in the seat and turn the key on, while you hold a voltmeter on the relay. When my relay went bad, I burned up the glow plugs, because it was sticking and too much voltage for too long a period of time kills glow plugs. I since mounted a voltage guage perminant in the cab so when you turn the key on and wait for the countdown, at the end of the countdown, you should here a "click" and the voltage should drop to zero.

Also you could check the seat belt plug by unhooking the wire off the female side and make up a jumper to connect the two wires together.

Also make jumper wires for the two switches under the seat. Might as well eliminate them while your in the mood just to make double sure that's not your problem.
