To really check the ability of the tires to ground you need to use a megohmmeter. The MOM puts a known static charge on the object and then reads the potential difference between the grounding plate on one side and the known charge on the item under test. This kind of equipment is used to check conductivity of computer room floors, clean room equipment, etc. They can also be used for motor insulation tests.

I have access to an old combine I could try it out on but the tires on it are probably as old as I am ;>) (MF300 given to a friend of mine because (1)he is a packrat, (2) the tobacco buyout means he needs to grow something else, (3) he wants to grow deer corn, and (4) the dang thing still works, ain't pretty but it does the job).
