2 things happen.

1. the environment gets better, thus produces enough natural feed to easily expand cow herd numbers.

2. cattle prices get considerably higher than today's levels to thus justify saving some hiefers which will eventually either stabilize the usa cow herd decline and then maybe eventually expand the cow herd.

the usa is the world's largest beef exporter, btw.

The afore, If or as things might work out, is at least a 4 year process to possibly produce more beef than today.
It may take 5 to 10 years also.
( and Maybe NEVER too, we may simply be selling / exporting the beef business. so far that IS the case )
