i think we added 35 lbs of urea to 65 lbs water to make our 16% solution, its been a while. we mixed it as we went to the field so i can not comment on the volitization issue. i would get a quick analysis done at my ag retailer before i used it to figure out where you were at. it worked good as a sidedress product.
