Here's AgLeader's page on ISO UT and TC. Looks like it confirms what your rep said: variable rate works for sprayers, but not yet for planters.

However, they tested and apparently had good results with an air drill in Europe (I'm guessing they tested variable-rate, but could be wrong), so I would think that Rx for planters can't be all that far off:
