I think it is a lot simpler than that.

The powers that be will create a new law and banks will have to comply with the law or face going to jail.

It only takes one man and an executive order. Doesn't even have to pass congress and making a constitutional claim of legality to the courts is a joke now. An "emergency" can be claimed, and they can do about anything they want.

The rise and fall of an empire. Takes generations to play out, but some periods become violent and happen quickly.
