Behind a truck you can pull a trailer, meaning plates, axle laws, etc.
Or behind a truck you can pull a farm wagon/implement. A farm wagon can be a hwy trailer if the trailer has been modified for farm use only.

Behind a tractor you are automatically ok.
A trailer, whether plated or not, is an implement when towed by a tractor or self propelled implement of husbandry.
