OK first thing with the 1000 pto shaft off can you pull the center pin all the way out should be about 3ft long?
That long rod pushes on the rear pin to engage the 540 gear, when you install the 1000 shaft with hole in center that lets the long rod move rearward under spring pressure to engage the 1000 gear.
What breaks the 540 pin is whenever the 540 pto shaft is installed and the mounting bolts come loose and let the 540 shaft wobble then most people just tighten the bolts back up instead of rotating the pto shaft as they are tighting the bolts, that is what bends the (39cent) pin and eventually breaks.
The block I mentioned is put in when I split the tractor and remove the rear (39cent) pin and spring. This is something the man I worked for (when I started turning wrenches) did to do away the 1000 drive gear most farmers here do not use it anyway. but doing that solves a lot of problems later.
Through my shop it would run about 400 to 450.
There is no outside repair unless the front spring is broken, in the front shaft there is a slotted head bolt or hex head bolt take that out and there should be a pin with a spring attached could be that spring is broken and not pushing the 1000 gear to the rear and engaging.
In the parts picture thread #'s 27, 28, 29, 30 are the pin and spring you should take out.
