How long is the machined stem that is to the rear of the oring groove?
I install a 540 block in the 4010 and 3010 tractor pto to keep the owners from breaking the engagement pin, but they are the ones to give me the OK to do this, I do not know of anyone else that does this to the 4010.
Do you feel any spring pressure when you push on the center rod?
If you do then the shift collar should be engaging the 1000 gear.
With the pto shaft off push the rod in and as you let the rod out slowly have someone turn the front shaft and see if they feel the shift collar engage the gear.
Also when you have the 1000 pto shaft on and the pto lever in neutral can you turn the output shaft?
If you can not turn the shaft then the shift collar is not disengaging the 540 gear.
Refer the previous post that has the parts picture, you can pull every thing out of the center of the pto shaft except the piece between the shift pins, if either of these pins are bent they will eventually break and the tractor will have to be split to repair. Hope this helps
