If you have good cell phone coverage I would survey in the basestation against the IA CORS and setup the basestation on the internet. Then use a cellphone connection or Mifi to retrieve the signal in the vehicle. You could even sell subscriptions to others for accessing your basestation. If you have good cell phone coverage, you'll be able to operate further away from the basestation (up to 20 miles) and no need for a repeater (no line-of-sight requirement). By surveying in the basestation against the CORS, you have always have a backup. Added benefit: you'll have internet in the cab.

Initial setup is less than a repeater. There is a monthly charge for the Mifi. However, if you can make your own cell phone a hotspot, you'll be able to use your phone instead of a Mifi which will reduce the cost.
