Question:
Is it too late for the policy to have any effect on the birthrate? The shift from large families to small is happening all over the world regardless of policies. China is currently 159th out of 221 countries for births per 1000, not that low at 12.31, almost double the lowest country and comparable to most of Asia. just above Australia and UK, and well above Canada and most of the rest of Europe. I think that boat has sailed, eliminating the policy is a knee jerk reaction to try to reverse the inevitable demographic shift happening at an alarming pace. But it likely decades too late to have much effect.
