I have made rollers like you need using large pipe and then making discs to weld into the ends that look like big washers, but that is a lot fiddling around. Buy them if you can find them at a reasonable price. Make the base out of whatever you have on hand. I would make the roller height adjustable too so it can be used for other jobs.
To make the end filler washers or donuts I would use a circle cutting attachment on a torch to cut the outside out of 1/4" plate or thicker and then drill the center hole. You can clean up the outer edge with a lathe if you have one, but a grinder will get you close.
