Tanks should be vented. Should be a crossover line between both tanks UNLESS you have a valve to select tank. My guess the empty tank is the 1 with pressure. That would force fuel across to other tank. The pressured tank is the 1 the pump draws from & probley returns to, but because the vent is plugged it is forcing fuel into the other tank.
