I have used experts and some are good and others not worth the time of day.

first, go to a cow contact area and using your volt meter and a ground rod place one lead from the meter on the cow contact point, I would try the parlor first, the metal in the stalls if the cows are not coming in good and put the ground rod with the other led from the volt meter attached or at least held against it about 4 feet away from the stall. This takes two people most of the time. if you get a voltage reading go out and turn off the power at the double throw switch so your system is down. Repeat the test in the parlor with the power off. If you still get a voltage reading at the same contact point in the parlor the power is coming in on the neutral. If no reading with your system off the problem is on your side. If you get Jerry Lush who is a stray voltage expert from Brooking South Dakota that is what he will do to start with. Google Jerry Lush and get his information he is very helpful but very busy.
