Start with a rim like that. Keep the part that touches the cast spoke center. Weld new wheel to the present truck wheel. I have many of the tube type rims that would be good for cutting up to make the center. It takes sort of a rotary table to make wheels that turn out round. Not terribly precision work. If you get within .100", that would be acceptable. But they can't break.
