I wouldn't think a drop of 0.2v would cause the elevator speed issue you're seeing, but checking/cleaning all grounds can't hurt. Is the elevator speed causing flow reading problems, or is it just a nuisance that you want to fix?
On your moisture sensor, do you have the bypass system installed, or is your sensor in the grain tank (delivery auger)?
