Kansas | The steel is in the facing of the tire and not in the sidwall. If you only cut the sidewall out and stay back from the edge of the facing a small bit you are not going to get into any metal wires anyways.
Moot argument if you cut like we are talking.
I've never heard of a cow falling into a turned tire and dying either. Is the guy certain the cow didnt' die first and then fall in?
