Between those two drills go for the John Deere, but get the 1560 or 1590 model if you can. I think the CIH 5400 is more of a "mulch till" drill than a no-till drill. Planting into wheat stubble is a tough job, so get a real no-till drill like the Deere or go for a planter with row cleaners.
