In my mind, the govt shouldn't be in any type of insurance business. Having said that, from what I gather govt rules state that if you live in a flood zone, you must purchase flood insurance. To me, that type of subsidizing is more "forgivable" since it's the govt rules that require it. But in a perfect world it would be as simple as, you build in a flood zone and it floods, you pay. Whether out of pocket or through private non-subsidized insurance.
