It should be fairly easy if you use decent equipment. First you'll need some kind of external directional antenna for your router. This one looks decent from amazon.com:
There are multiple cameras that would work. Amazon also had a d-link listed for about $40. You should be able to view the camera via your internet browser or iphone/android app.
