Check valve has to shut off tight when compressor stops. The centrifugal unloader under the conical cover opens up and bleeds the remaining pressure off the compressor head. If it leaks while the compressor is up to speed then it is stuck or dirty etc. But when it "leaks" while the compressor is stopped, and keeps leaking, then the check valve is leaking tank pressure back into the discharge line.
