I'm assuming the tractor is Case IH guidance ready since you said the Deere dealer quoted you $4000 on oil? If so, $4995 USD for a Nav II kit that would plug right in to that tractor or $4800 roughly for the EZ-Pilot. No unlock for steering on the FM-1000.
