GM repayment vs national debt......

Has not GM paid back a bunch since the "buy out". Doesn't seem that the National Debit has recorded that.
I might be wrong, but a dollar is a dollar. Where is that money going.
I might be stupid, but GM has been paying back with interest.
Help me with this issue people.
